Upcoming Clean Car Rule Hearing- Beginning Wednesday, May 4, 2022

The Environmental Improvement Board (EIB) and the Albuquerque Bernalillo County Air Quality Control Board (AQCB) will hold a virtual and in-person joint public hearing to consider the Clean Car Rule proposed by the New Mexico Environment Department (NMED) and the City of Albuquerque’s Environmental Health Department (EHD) beginning May 4, 2022.  The in-person meeting will be held in the San Miguel (#215) and Mesilla Rooms (#235) on the eastern upper level of the City of Albuquerque Convention Center, 401 2nd Street NW.  Virtual participants can find meeting access information on the NMED’s event calendar for Wednesday, May 4, and Thursday, May 5.  Any person may submit written public comments on the Clean Car Rule, preferably via the EIB’s public comment form until the close of the hearing or present public comments verbally during the four public comment periods scheduled to begin at 1 p.m. and 7 p.m. on May 4th, and 9 a.m. and 1 p.m. on May 5th, 2022.  The public comment periods end once all interested persons have spoken.  

The proposed Clean Car Rule reduces emissions from the transportation sector by making about 3,800 additional zero-tailpipe emission passenger cars – like fully electric vehicles – available in dealer showrooms in New Mexico each year.  If adopted, the Clean Car Rule is projected to eliminate about 130,000 tons of greenhouse gases and over 1,700 tons of harmful ozone-forming air pollution in New Mexico by 2050.

NMED and EHD anticipate the hearing will last approximately two days with the EIB and AQCB potentially deliberating and making a decision immediately following the hearing. The EIB and AQCB will consider the proposed rule and decide whether to adopt it as proposed or with amendments.

Golf Course and Westside Intersection Open

On Monday, April 25, 2022, crews will reopen Golf Course Rd at Westside Blvd. The intersection was originally scheduled to be closed for two weeks, but crews were able to complete crossing it with a 20-inch pipeline earlier than expected. We appreciate everyone’s patience during the closure of this intersection.

  • Westbound traffic on Westside Blvd is reduced to one lane between NM 528 and Golf Course Rd.
  • Eastbound traffic on Westside Blvd is reduced to one lane between Golf Course Rd and NM 528.
  • Eastbound traffic on Westside Blvd. has only one dedicated left-turn lane and one combination thru lane/right-turn lane at NM 528
  • Traffic on 7 Bar Loop Rd and on La Sierrita Rd is able to turn right and head eastbound on Westside Blvd, but is NOT able to turn left and head westbound on Westside Blvd. Motorists can access westbound Westside Blvd by taking 7 Bar Loop Rd south to Driftwood Ave, heading west on Driftwood Ave, then north on Golf Course Rd. Westbound motorists on Westside Blvd can access La Sierrita Rd or 7 Bar Loop Rd via Golf Course Rd south to Driftwood Ave, then east on Driftwood Ave to 7 Bar Loop Rd.

Westside Boulevard Project Update April 8, 2022

CONSTRUCTION CONTINUING ON RAW WATER TRANSMISSION PIPELINE IN WESTSIDE BLVD:
Crews to Close Golf Course Rd at Westside Blvd for About Two Weeks Beginning Monday, April 18, 2022

On Monday, April 18, 2022, crews will CLOSE Golf Course Rd at Westside Blvd to lay a 20-inch water pipeline pipe across the intersection. Two shifts of crew members will work a combined 16 hours a day, 7 days a week, in order to complete this work as quickly as possible, with Golf Course Rd estimated to reopen on Monday, May 2, 2022, or sooner if at all possible.

This work is scheduled to begin at 5 a.m. each day and last through 9 p.m. in the evening. Crews may work extended hours if needed. Barricades will remain in place 24/7 for safety. The designated detour is: 

  • Eastbound motorists on Westside Blvd will be detoured south on Coors Bypass, then west on Ellison Dr to access Golf Course Rd.
  • Westbound motorists on Westside Blvd will be detoured south on Coors Bypass, then west on Ellison Dr to access Golf Course Rd.

The following traffic impacts remain in place:

  • Westbound traffic on Westside Blvd is reduced to one lane between NM 528 and Golf Course Rd.
  • Eastbound traffic on Westside Blvd is reduced to one lane between Golf Course Rd and NM 528.
  • Traffic on 7 Bar Loop Rd and on La Sierrita Rd is able to turn right and head eastbound on Westside Blvd, but is NOT able to turn left and head westbound on Westside Blvd. Motorists can access westbound Westside Blvd by taking 7 Bar Loop Rd south to Driftwood Ave, heading west on Driftwood Ave, then south on Golf Course Rd, then east on Ellison Dr, then north on Coors Bypass. Westbound motorists on Westside Blvd can access La Sierrita Rd or 7 Bar Loop Rd by heading south on Coors Bypass to Ellison Dr, then heading west on Ellison Dr, then north on Golf Course Rd to Driftwood Ave, then east on Driftwood Ave to 7 Bar Loop Rd.

La Sierrita now open; only one left turn lane and one thru lane/right turn lane open at NM 528 for eastbound traffic on Westside Blvd

As of Thursday, March 31, 2022, La Sierrita has reopened. Beginning Monday, April 4, eastbound traffic on Westside Blvd will have only one dedicated left-turn lane and one combination thru lane/right-turn lane at NM 528. Also, traffic will be shifted as far north as possible for several days, then shifted as far south as possible.

The following traffic impacts remain in place:

  • Westbound traffic on Westside Blvd is reduced to one lane between NM 528 and Golf Course Rd.
  • Eastbound traffic on Westside Blvd is reduced to one lane between Golf Course Rd and Grande Blvd.
  • Traffic on 7 Bar Loop Rd and on La Sierrita Rd is able to turn right and head eastbound on Westside Blvd, but is NOT able to turn left and head westbound on Westside Blvd. Motorists can access westbound Westside Blvd by taking 7 Bar Loop Rd south to Driftwood Ave, heading west on Driftwood Ave, then north on Golf Course Rd. Westbound motorists on Westside Blvd can access La Sierrita Rd or 7 Bar Loop Rd via Golf Course Rd south to Driftwood Ave, then east on Driftwood Ave to 7 Bar Loop Rd.

TENTATIVELY SCHEDULED FOR THE WEEK OF April 11-16, 2022:
Golf Course Rd will be CLOSED at Westside Blvd. The contractor will work two shifts, 20 hours a day, to get the work done so Golf Course Rd can be reopened as quickly as possible. More details will be provided next week.
 
Regular work hours are Monday-Saturday, 7am-5:30 pm, although the contractor may work longer hours or on Sundays as needed.
Project scheduled to be completed in summer of 2022.

Crews to Open 7 Bar Loop at Westside This Week and Close La Sierrita Road at Westside Next Week

On Thursday, March 24, crews will reopen 7 Bar Loop at Westside Blvd. On Monday, March 28, crews will close La Sierrita Rd from Westside to Amaranth Ave for about 1 (one) week, through about April 4, 2022. During this closure, residents will be able to use 7 Bar Loop as a detour (see map).

  • Westbound traffic on Westside Blvd is reduced to one lane between NM 528 and Golf Course Rd.
  • Eastbound traffic on Westside Blvd is reduced to one lane between Golf Course Rd and Grande Blvd. Eastbound traffic on Westside Blvd shifts to the south at Grande Blvd and has two lanes available as well as a dedicated right-hand turn lane to head southbound on NM 528.
  • As of March 24, traffic on 7 Bar Loop is able to turn right and head eastbound on Westside Blvd, but is NOT able to turn left and head westbound on Westside Blvd. Motorists can access westbound Westside Blvd by taking 7 Bar Loop Rd south to Driftwood Ave, heading west on Driftwood Ave, then north on Golf Course Rd. Westbound motorists on Westside Blvd can access La Sierrita or 7 Bar Loop Rd via Golf Course Rd south to Driftwood Ave, then east on Driftwood Ave to 7 Bar Loop Rd.
