Construction on Westside Blvd. for New Raw Water Transmission Pipeline

Our HOA recently received the following communication from Patti Watson, President of CWA Strategic Communications, regarding additional construction on Westside Boulevard.

“Hello, my name is Patti Watson and I am president of CWA Strategic Communications. You may recognize my name because I have been handling communications for the City of Albuquerque’s Westside Boulevard Widening Project since construction began in May 2021. My firm has been sending out construction updates and we handle the project website — https://www.westsidewidening.com/.

I also work with the Albuquerque Bernalillo County Water Utility Authority (Water Authority). The Water Authority is working with Intel Corporation to build a new raw water transmission pipeline that will allow Intel to expand its operations in Rio Rancho, creating jobs and new economic development opportunities.

A portion of this pipeline, titled Bid Package 1—Westside Blvd on the map will be laid on the south side of Westside Blvd. from west of Golf Course Road to west of NM 528. The Water Authority is coordinating with the City of Albuquerque so that this portion of the pipeline can be built while the City’s project is still underway, before the roadway is repaved and/or the curb and sidewalk are removed and replaced.

Without this coordination, the City would have to first complete its project, then the Water Authority would have to come in and tear up newly installed roadway, curb and sidewalk, creating more impacts to residents and businesses along and near Westside Blvd.

We anticipate this construction will take about 90-120 days and will maintain at least one lane in both directions (east and west) at all times. We recognize this creates an additional impact to you and your neighbors, but are committed to minimizing that impact as much as possible.

After this portion of the Water Authority’s project is done, the City will complete its Westside Blvd. Widening Project.

We do not yet have a firm date for the start of construction on this pipeline project yet, but anticipate it will begin in early to mid-March 2022. AUI, Inc. was awarded the contract to build this portion of the Water Authority’s project and will be coordinating with the City’s contractor, Star Paving.

We recognize you and your neighbors may have questions and would be happy to make a presentation at your next scheduled homeowners’ meeting, host a virtual meeting via Zoom, or answer any questions you may want to send via email. *

Please feel free to contact me at pattiw@cwastrategic.com or at 505.245-3134 (office) or 505.269.9691 (cell) to discuss how we can best communicate going forward.”

*Please send your questions to the email provided. At this point, the HOA is not planning on scheduling a meeting.
